As someone racing only one or two at a time over the years, my rough math of races that I've finished top five in, that he's won - he's taken $50,000 or so from me alone. Factoring in all other stables involved in his illicit races, and their losses, I don't understand how a class action fraud case isn't brought against him.
One would only have to prove that they participated in races, finishing in the money, but behind a Surick horse during his investigative period. Inclusive would be owner's purses, and trainers and drivers 5% adjustments.
For that matter, in the unlikely event that bettors saved losing tickets in said races, they too could probably make a case of being defrauded by the manipulation of a gambling contest.

He's already plead to all that. But is still working with the government providing info is the story. However, I think everyone agrees competing even indirectly is just as bad if not worse than actually competing. Bottom line is we need hard evidence of him working on a horse. |

That's exactly what Ray just told me. Hard evidence. Working on a horse, sitting behind a horse...him or his vehicle at a licensed training track, where he is not licensed to be.
Also pertinent: the info that one provides when one is 'cooperating with the government' is only valuable based upon the "truthfulness, completeness and
reliability of any information or testimony you've provided"...
Other fun information that was recently unsealed:

This guy thinks he is untouchable and has threatened many ppl and has been caught on camera and publicly slandering people. His character speaks for itself. He has literally threatened to burn ppls barns down and wished harm on others…. Even if he is providing info it is to save his own ass only. This guy has no remorse… He should not get a pass bc this will only prove he can get away with whatever whenever like he has been doing for years. He is not only doing bad things in the standardbred business but the thoroughbred business as well. He needs to see jail time and not get a free pass bc that will make him just that more evil as once again he gets away with something…. Only way to stop a bully is to put him in his place.
